After nearly three decades of work on gender and development, where has this taken us? The Philippines has a national policy on gender mainstreaming that allocates 5% of the internal revenue allotment for local governments and national agencies for gender and development work. Over the years, work on this field has been relentless. Yet, in many cases, the work has been about enhancing the presence of women by numbers in various work areas rather than specific activities of addressing equity, resilience and sustainability issues, particularly in decision-making and access and control of resources.

The gender issue is closely tied with climate and disaster resilience because at the heart of vulnerabilities against natural and human-induced hazards are challenges of equity and sustainability. So prominent are these issues in the path towards resilience and development that the upcoming IPCC Assessment Report 6 is now considering a scenario on Inequality – A Road Divided (Low challenges to mitigation, high challenges to adaptation).

In solidarity with the women and men who find pathways to address these challenges, CCARPH, the University of the Philippines in the Visayas, and the Iloilo City Government propose a webinar to reflect on how equity and sustainability challenges are addressed in the context of resilience building in coastal cities. The proposed webinar will begin with a brief discussion on gender mainstreaming and will proceed with how communities of practice translate this in their current areas of work. The synthesis hopes to capture key insights arising from practice and experience on how empowerment can contribute to resilience and sustainable development.
